The flag of Lower Austria is a horizontal bicolor of blue over gold (yellow). The state coat of arms features five golden eagles on a blue (azure) field, dating to the 13th century when the Babenberg dynasty ruled the territory. The five eagles are arranged 2-2-1 and symbolize the historic importance of this region as the cradle of Austria. Lower Austria is the largest Austrian state by area and completely surrounds the federal capital Vienna, which was separated from it as an independent state in 1922.

Lower Austria's capital moved from Vienna to Sankt Pölten in 1986, making Sankt Pölten the youngest state capital in Austria and ending centuries of shared governance with the city of Vienna.
